Toll audit in toll collection booths

Technical and accounting audit in various projects in Mexico, including Monterrey - Saltillo, La Joya, Ecatepec - Pirámides, San Marcos, Tepoztlán, Alpuyeca, etc. Audit of income and capacity on the Mexico - La Marquesa Highway for the DGTF of the SCT.

Supervision of Highway in Monetization program

(2018- 2019) Mexico - Puebla: The highway activities were reviewed, analyzed and reported on issues related to:

1. Tolling process: Supervision of the operation of the toll systems, its performance in conjunction with the personnel and the user, supervision of the facilities, the operational methods, etc.

2. Operation of the Highway: Review of the quality of services offered to the users, emphasizing the increased quality of their trip on the highway, focused on road safety, service areas, emergency and surveillance systems, etc. They were measured and compared to base parameters through key performance indicators defined by the Concession Title.

3. Problem analysis and solution proposals.

4. Projected annual budgets and their application during the year.

Analysis of optimization of the Open Road Toll system

(2014 – 2016, OHL Mexico) Tecnopeaje carried out a multidisciplinary study for the optimization of the operation in the elevated road concessions (Circuito Bicentenario & Autopista Urbana Norte) and Supervía of Mexico City, in the technological, legal, contractual, and financial areas; the study included the analysis of operational processes to obtain a strategy of optimization of processes and procedures in a transition from a barrier system to Open Road Tolling methodology.

Development of specifications for projects to tender

(2004 – to date, DGDC / SCT) Tecnopeaje has collaborated extensively on subjects related to the writing of road operation specifications for tender processes, including the Annex or detail related to road operation, Tolling equipment, and ITS (Intelligent Transport Systems), management systems, external supervision of the operation processes and the penalty annex, in which the Tecnopeaje was the leader; Tecnopeaje was involved in the integration of bidding processes and evaluation of the following projects:

Support to the SCT in the design of the electronic scheme of the Intelligent Transportation System (ITS)

(2005- a 2014, DGDC) Tecnopeaje designed the ITS system specifications for the SCT (Communications and Transportation Secretariat), of several highways that have currently begun operations or are about to begin their operation. Examples include: the Arco Norte, Morelia - Salamanca, Barranca Larga - Ventanilla, Libramiento Sur de Guadalajara, Guadalajara - Tepic, Mazatlan - Culiacán, among others. Also, Tecnopeaje participated in the design of the executive project for the modernization of the La Pera - Cuautla highway was developed.

Review of bidding process proposals

(2005- to date) Tecnopeaje has collaborated in the review of proposals for bidding processes for highway concessions as a part of several specialized consultant teams in the bidding processes of the SCT, concerning operation, equipment, and supervision of the operation of freeways. (FARAC I, Barranca Larga - Ventanilla, Pacífico, Michoacán, Atizapán - Atlacomulco, among others).

Technical and Accounting Audit

(2007-2008, BANOBRAS; 2012-2013, 2017 SCT) Tecnopeaje carried out a comprehensive audit since we have the technology in equipment for performing such technical audits of toll collection processes, in addition to the knowledge of both, toll systems and of statistical management for the correct performance of the audit. This process is also applied as a basic element for carrying out complete accounting audits in collection and collection systems.

Design of the general ITS scheme in Mexico

(2009, DGDC, Secretariat of Communications and Transportation, Mexico (SCT)) Tecnopeaje designed the general Intelligent Transportation System (ITS) scheme for the new generation of toll roads, regarding service offered to users in terms of safety, traffic flow, comfort, and reliability.

Road Operation Specifications

(2007-2009, SCT/DGDC) Tecnopeaje participated in the development and writing of the current operating specifications used in the highway concession titles of the DGDC. Tecnopeaje was an active part of the homologation group of the Terms of Reference for procurements of road concessions rules in the same SCT. Tecnopeaje was a generator of the base document where all toll road concession titles were written from 2008 on, and used in updates of older ones.

Penalization Systems

(2008-2009, SCT, General Directorate of Road Development (DGDC)) Tecnopeaje participated as coordinator of the advisory group that designed the annex related to penalties for the new toll highway concession titles of the Ministry of Communications and Transportation.

Toll System Evaluation

(2008- SCT / DGDC and 2009– Morelia-Salamanca Highway) Tecnopeaje reviewed the functionality and characteristics of the specification and evaluation of toll systems.
